We are SO at the BEGINNING of this process. I spoke with the adoption agency today and it seems that Rwanda has a very strict policy that your youngest child must be at least 6 months before you can apply and one year before you can submit a dossier. Taly will be 6 months on December 13, so they're holding our application until then so we can get started. Part of me is saying, "Come on, that's like 3 weeks away!" but a bigger part of me is realizing that the world of adoption is probably not one of making exceptions for people who seem nice enough!
So, we will re-engage on December 13, and then we will submit our dossier (if all goes well) to the Rwandan government in June. So Baby won't be joining us until sometime later next year.
Adoption is quite the waiting process. We haven't even officially started yet and we're waiting...

depending on what you want to do, it may not take until June to get your dossier done. It's such a hurry up and wait thing. I'm excited for your family!
